Project Information:
The objective of developing a Stakeholder Engagement Plan (SEP) for the «Construction of an agri-photovoltaic power plant» is to identify and map stakeholders, establish an effective engagement programme, anticipate and address social risks, and define clear mechanisms for grievance redress, monitoring, and reporting. The consultant shall ensure that the SEP supports constructive dialogue with stakeholders throughout the design, construction and operation phases, in line with Voltalia’s sustainability commitments.

Project Activities:
Development of a draft Stakcholder Engagement Plan (SEP)
The SEP of the project must comply with national legislation, applicable international standards, and Voltalia’s internal requirements, and consist of the following main sections:
• Introduction: project description, potential stakeholders, identified social and environmental risks and impacts, and anticipated stakeholder engagement needs.
• Regulations and requirements, including Voltalia’s specific requirements.
• Summary of previous stakeholder engagement activities.
• Identification, analysis, and mapping of project stakeholders.
• Stakcholder engagement programme and timetable, including specific engagement with minorities, vulnerable groups, and NGOs.
• Resources and responsibilities.
• Grievance redress mechanism, including grievance severity levels.
• Monitoring and reporting, including SEP monitoring tools.
• Management functions: internal communication, management tools, and contractor relationship management.
Coordination of the Project SEP with the Client.
Revision and adjustment of the SEP based on comments from the Client. Preparation and
transfer of the final SEP to the Client
